Though I'm bound to draw the ire of some of my friends ... Bob Smith has a point. Namely if a regulation or requirement is imposed, that doesn't necessarily translate into funding designed to support said projects. I mean, yeah, that sucks, but that's also what happens, no?
I can completely get behind the non-funding of the compliance for the street signs as the Department of Transportation ought to pony up the money for those changes, but the others seem to be additional layers of regulation - most of them absolutely necessary and desirable - that either don't or shouldn't be complemented by funds.
